Under general supervision of the Chief of Police, assists victims of domestic violence and related crimes by providing a full range of services, including assistance with crisis intervention, court support, community relations, community referrals, and community awareness; conveys a professional image through appropriate personal appearance and conduct; performs other department related work as required. This position requires the ability to work independently, exercising judgment and initiative. Exemplary Duties/Responsibilities Provides crisis intervention and emergency assistance by making immediate assessment of needs and makes referrals to other community resources; orients victims to the criminal justice system by explaining procedural status of criminal proceedings or cases; assists in providing court support to victims; initiates case records and provides necessary documentation of case activities in a timely manner to the West Wendover Police Dept; maintains essential victim service information. Maintains confidentiality unless by written approval of the victim. Acts as an advocate for victims to ensure their needs are addressed by the community and criminal justice system; confers with law enforcement and prosecutors on the status of cases; assists with preparation of temporary protection orders, reimbursement claims, and other processes designed to protect the rights of victims; provides support to victims and family during interviews with law enforcement officers, attorneys and court personnel; explains criminal justice system rights; provides victims with follow-up contacts relating to case status/disposition, information such as charges filed, status of criminal proceedings, terms and conditions of probation, parole hearings, etc. Promotes Domestic Violence Prevention through community meetings and public education; facilitates weekly support groups and/or educational groups for domestic violence victims; assists the West Wendover Police Department Program Services Coordinator in preparing for presentations, workshops and professional trainings for various community members and organizations. Presents basic training on domestic violence and related topics; maintains positive working relationships internally and with assigned courts, municipalities and community agencies. Other duties as may be assigned. Employment Standards Education/Experience. Any combination of education and experience providing the required skill and knowledge is qualifying. Typical qualifications would be equivalent to: High School Diploma, or equivalent. Desirable Qualifications. Social Work license; extensive experience working with victims of domestic violence or equivalent combination of education and experience; college degree in human service or related field and/or five years relevant experience; fluent Bi-Lingual (Spanish/English) . Knowledge. Considerable knowledge of criminal justice system; crisis intervention practices, interviewing, community resources, crime victimization; victims’ rights and advocacy techniques; computer skills with word processing, data base, e-mail, fax, windows application capabilities; ability to make sensitive and insightful observations of individuals and to determine a course of intervention; ability to address crisis situations which require prompt decision and action; knowledge with respect to safety issues; knowledge of social, emotional, and personal aspects of domestic violence; working knowledge of community resources available for adult victims of domestic violence. Skill. Ability to perform job duties with a high degree of initiative; thorough knowledge of rules, regulations, functions, procedures, organization, and policies governing the operations of Domestic Violence Center; ability to analyze problems and develop plan of action/correction; ability to organize work, engage in a variety of tasks, and consistently meet deadlines; demonstrated sound judgment and outstanding interpersonal skills. Emotional maturity, stability, personal integrity, initiative and resourcefulness; ability to communicate clearly and sensitively with staff, board members, accrediting bodies, grantors, funding bodies, clients, volunteers, and the general public. Good written and verbal communication skills; working ability to communicate effectively with victims, defendants, law enforcement and court personnel; coordinate and maintain effective working relationships with courts, agencies, and individuals; willingness to respect, understand and promote the mission, values, and goals of the agency; ability to use the Domestic Violence Advocacy philosophy in assigned functions: development of self- respect and respect for others; celebration of diversity; promotion of growth in each individual; shared responsibility and involvement; open, honest, ethical, and direct communication. Physical Requirements: The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of the job: Ability to work in high stress, graphic, demanding situations while exposed to inclimate weather. Strength, dexterity, coordination, and vision to use a keyboard and video display terminal for prolonged periods. Strength and stamina to bend, stoop, sit, and stand for extended periods of time. Dexterity and coordination to handle files and single pieces of paper; periodic lifting of files, stacks of paper or reports, references, and other materials. Some reaching for items above and below desk level. Some bending, reaching, squatting, and stooping is necessary. The ability to communicate via telephone. Light lifting (up to 25 pounds) is periodically required. Working Conditions: Must be available for extended and non-traditional work hours. Ability to tailor work hours to needs of families. Smoke-free working environment. Must be able to provide services at various locations and provide client transportation. Work environment is generally clean with limited exposure to conditions such as dust, fumes, odors, or noise. Lighting conditions may be less than optimal. This Part Time Fire Fighter position is under general and direct supervision of the Senior Fire Fighter Personnel including Lieutenant’s, Captains, and Fire Chief. Performs technical fire fighting duties in responding to calls, requests for public safety assistance and offering of appropriate aid. Is capable of performing physically demanding activities and operating and maintaining appropriate fire fighting vehicles, equipment and tools in relation to the duties of a fire fighter. Can meet appropriate training objectives of a fire fighter in relation to physical fitness, vehicle and equipment operation and the application of first aid and other related life-safety operations. Is capable of and committed to the required training of a fire fighter, which involves at a minimum five hours of training conducted on Wednesday’s of each week and the ability to respond to paged call outs for emergencies when available. Is capable of receiving and implementing orders issued by superiors in the Department and maintaining a professional decorum and behavior at all times. POSITION DESCRIPTION **This is a Non Paid Volunteer Position** Under general and direct supervision of the Police Sergeant, Lieutenant, the Chief of Police, and under the direct supervision of a Category I Police Officer, while on duty, performs the full range of operational duties required in the performance of law enforcement functions and in maintaining law and order in the City. Responsible for patrolling assigned areas, checking buildings for security, responding to calls for police service, investigating misdemeanor and felony cases, investigating traffic accidents and providing first aid as needed, providing city wide traffic enforcement, serving legal/civil papers, testifying in court, interacting and coordinating with other government and law enforcement agencies and other duties as required. EXEMPLARY DUTIES/RESPONSIBILITIES Under the direct supervision of a Category I Police Officer, while on duty, performs technical work in the enforcement of traffic laws, criminal laws, accident investigations and documentation, crime scene investigation and documentation, courtroom testimony, public service, effective oral and written communication and the ability to conduct and maintain appropriate relations with supervisors and co-workers, is dependable and completes assigned work in an efficient and effective way, meeting necessary deadlines. Maintains and presents an effective and professional demeanor in all aspects of the job including interactions with coworkers, other governmental and law enforcement agencies, businesses and the public in general. Maintains an appropriate law enforcement image through maintenance and upkeep of attire/uniform, assigned equipment, and other standards of professional appearance established by regulation. Maintains punctuality with regard to work schedules, meetings, appointments, court matters and other situations required of the position and is self-motivated in the performance of duties. Is capable and can perform job functions in adverse weather and other environmentally challenging conditions. Complies and obeys city and department regulations, policies and organizational procedures, maintains effective knowledge of such regulations and policies and changes which may occur. Ensures and exhibits good safety practices in both routine and stressful situations and is capable of remaining calm and directing resources to neutralize hazardous or potentially hazardous conditions. Is capable and effective in following specific supervisory directives regarding safety measures. QUALIFICATIONS Education/Experience. Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to: 1. High School Diploma or G.E.D., Must be 21 Years of Age at Time of Appointment. 2. Completion of Appropriate Police Academy and Certification as a Reserve Police Officer Knowledge. Exhibit knowledge of Nevada law as well as local codes, can operate a computer system (PC), communication equipment (i.e. radios), telephone, can demonstrate the use of general math and language skills as well as exhibiting knowledge of community geography including roads, streets, highways, major structures and public facilities within the city. Skill. Ability to successfully process information, effectively use computer systems and telecommunications equipment, interpret and apply rules, regulations and policies and procedures of an organization. Ability to prepare clear, concise and understandable written documents and reports. Read, write, and speak in a clear, concise and legible manner including use of appropriate grammar. Be able to give effective, clear, concise courtroom testimony. The ability to coordinate multiple tasks and events simultaneously including the ability to respond to such tasks and events. Ability to read and interpret written instruction and map documents. Establish and maintain effective working relationships with coworkers, supervisors other agency personnel and the public. Ability to accomplish tasks in a controlled and effective manner while working under stress. Ability to learn from and understand techniques and methods used in public safety operational environments. Ability to operate necessary equipment including vehicles and other assigned equipment. The incumbent must possess: 1. Valid Nevada drivers license or be able to acquire such license within the probationary period. 2. Reserve Police Officer certification in the State of Nevada or be able to obtain such certification within the probationary period, which may include the completion of the appropriate police academy training. 3. Be able to complete the necessary field officer training within the established period training period. 4. Be subject to an annual driving record review in addition to an appropriate background investigation and drug/alcohol testing per the West Wendover Employee Personnel Manual. This position will require the ability to work weekends, rotating shifts and holidays, as well as responding to call outs (day or night) as required. CONTROLS OVER THE POSITION This position is under the direct supervision of a Category I Police Officer, while on duty, who will provide general and specific guidelines and objectives to be used in executing the duties of the position. PERFORMANCE AND EVALUATION The employee will be evaluated on quantity and quality of work and the manner in which personal characteristics are brought to bear on that work.
